Haryana Teacher Policy: Haryana government has made it easier by changing the policy of teacher transfer. Haryana Cabinet on Monday approved a new cadre change policy for district teachers, so that transfers can be fair, transparent and easy. An official statement said that this decision was taken in a meeting chaired by Chief Minister Nayab Singh Saini here.
Transfer will be given on merit
The new policy will replace the 2018 rules and use a merit-based, technology-driven system for voluntary transfer of primary teachers (PRT/JBT), head teachers and classical and vernacular teachers. Teachers will get their new posting before April 1, 2026. Issues like difficult posting, location problems and fair distribution of teachers have been considered in the policy.
Teachers will get points
Merit points will be mainly based on age (up to 60 points). There are extra points (up to 20) for women teachers and special categories such as disabled teachers, teachers with serious illnesses, widows, divorcees, unmarried teachers above 40 years of age, spouses of military staff and parents of children with disabilities. Teachers who have been fined heavily will have their points reduced by 10 points. A particular category of teachers will get 80 points. This includes teachers retiring within 12 months, seriously ill teachers, teachers with more than 70 percent disability and widowed teachers with children below 10 years of age.
Where will teachers not be transferred?
Transfer will not be allowed in districts where there is less than 95 percent of the required number of staff. Teachers recruited for Mewat in Nuh district cannot go out. The policy also allows teachers to lodge complaints within five days of the transfer order being issued, which will be resolved by a special committee within three days. Cases pending under the old policy will continue under the rules of 2018.
