Raipur: The Chhattisgarh government on Wednesday decided to introduce new rules to prevent illegal sand mining and transport. Officials said that among other things, there is a provision for electronic auction of sand mines in the new rules. A statement said that this decision was taken in a cabinet meeting chaired by Chief Minister Vishnu Dev Sai at the Ministry (Mahanadi Bhavan) in Nawa Raipur. The cabinet approved the cancellation of existing Chhattisgarh secondary minerals (sand mining and trade) Rules, 2019 and Chhattisgarh secondary minerals (sand mining and trade in scheduled areas) Rules, 2023. These will be replaced by ‘Chhattisgarh secondary mineral (sand mining and business) Rules, 2025’.
General public will get sand at reasonable price
The release states that the purpose of the new rules is to curb illegal sand mining and transport through strict measures and to ensure that sand is available to the general public at a reasonable price. It is also mandatory to strictly follow the environment and safety standards in the new rules. The allocation of sand mines will now be done through electronic auction, which is expected to increase more transparency and increase revenue. In another important decision, the cabinet also approved the amendment of Chhattisgarh District Mineral Foundation Trust Rules, 2015 as per the new guidelines issued by the Center. The release said that the revised guidelines have been approved under the Ministry of Mines and Pradhan Mantri Mineral Area Welfare Scheme (PMKKY) -2024. Under the revised structure, at least 70% of the amount available with the trust will be used for high priority areas such as drinking water supply, environmental protection, pollution control, health, education, agriculture, welfare of women and children, welfare of the elderly and disabled, as well as the overall development of skill development and employment, sanitation, housing and animal husbandry.

In another decision, the cabinet also approved a proposal of the Commercial Taxes (Registration) Department regarding the determination of the market value of agricultural land. According to the sanctioned changes, the existing provision to evaluate rural agricultural plots up to 500 square meters will be abolished. Instead, equally assessed will be done on the basis of hectares of hectares for the entire land ownership, it is said in the release. The purpose of this step is to prevent the irregularities seen in the Bharatmala Project and the Arpa-Bhasajhar region of Bilaspur. A state -of -the -art Cricket Academy will also be established in the state. For this, the Council of Ministers also decided to allocate 7.96 acres of land in Sector-3, Village Parasada, Nawa Raipur (Atal Nagar) to Chhattisgarh State Cricket Association.
