According to the terms of the license, Tomar is allowed to keep one of the following weapons within the border of Indore district by 8 April 2028.
Indore: The district administration has given a license to keep a sharp weapon after a long legal battle of Technical Education Instructor, a technical education instructor of Indore city of Madhya Pradesh. It is being claimed that this is the first such case in the country. Licensee Subhash Singh Tomar (57) clarified that his purpose was not to keep weapons for personal use, but to highlight the criminal cases being lodged against tribal communities in western Madhya Pradesh, which are often used in agriculture and daily livelihood.
License has been released for three years
A district administration official on Monday confirmed that Tomar, a resident of Indore, has been issued a license to hold sharp weapons for three years. According to the terms of the license, Tomar is allowed to keep one of the following weapons within the border of Indore district by 8 April 2028. Tomar said that his legal battle started in 2017 when he studied the Arms Act 1959 and after studying government documents and legal details, he filed several applications under the Right to Information (RTI).

Said- wrong cases are registered against tribals to keep such weapons
Tomar told PTI that for the first time in the country I got such a license under which I am legally allowed to keep sharp weapons in a specified area. He clarified that his purpose was not to keep weapons for personal use, but to highlight the plight of tribal communities, against whom criminal cases are wrongly registered to keep such weapons for farming purposes. He said that I came to know that several criminal cases have been registered under the Arms Act to keep sharp weapons against tribals in western Madhya Pradesh. They use such weapons to cultivate and cut grass.
Will be aware to save tribals from unfair legal action
Tomar says that he wants to spread awareness among these tribals, so that he does not have to face unfair legal actions. He said that I want to tell people that the license for sharp weapons can also be obtained legally. Initially, Tomar’s application was rejected without explaining, but he continued his legal discovery by filing a petition in the Madhya Pradesh High Court. Additional District Magistrate Roshan Rai confirmed that the license has been issued to Tomar, which has been issued after the Direction of Indore bench of the High Court based on the order of 12 September 2024 of Indore Division (Revenue).
