Chandigarh Controversy: Punjab leaders have reacted sharply to the bill proposing to bring Chandigarh under the ambit of Article 240 of the Constitution, which gives the President the power to make rules and direct laws for the UT.
Chandigarh Controversy : Politics has heated up in Punjab regarding Chandigarh and everyone from ruling AAP to Congress is targeting the Center regarding it. There is an uproar over the proposal to bring Chandigarh under Section 240 of the Constitution. Meanwhile, the Union Home Ministry said on Sunday that it has no idea yet to bring the proposed bill on Chandigarh. The ministry says that the intention of the proposal is not to change the system of Chandigarh, the capital of Punjab and Haryana. It is being told that the Constitution (131st Amendment) Bill 2025 is being listed in the bulletin of Lok Sabha and Rajya Sabha, a day after the provisional list of 10 bills in the winter session starting from December 1.
Bill will not be brought in winter season
Punjab leaders have reacted sharply to the bill that proposes to bring Chandigarh under the ambit of Article 240 of the Constitution, which empowers the President to make rules and direct laws for the UT. The ministry said in a statement that keeping in mind the interests of Chandigarh, an appropriate decision will be taken only after full consultation with all stakeholders. There is no need to worry about this matter. The Central Government has no intention of bringing any bill in this regard in the upcoming winter session of Parliament. The proposal to simplify the process of making laws for the Union Territory of Chandigarh is still under consideration with the Central Government. To address the concerns raised in this matter, a spokesperson of the ministry said that no final decision has been taken yet on this proposal.

The ministry further said that this proposal does not seek to change the governance or administrative structure of Chandigarh in any way and is not intended to alter the traditional arrangement between Chandigarh and Punjab or Haryana. Also, the bill intends to include Chandigarh Union Territory under Article 240, as are other UTs without assembly like Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu and Puducherry. At the same time, Article 240 of the Indian Constitution gives the President the power to make regulations for peace, development and effective governance in Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli, Daman and Diu and Puducherry.
