Modi government asked for names of women officers from states for deputation at the Centre, ministry sent letter

Modi Government: Modi Government is serious about giving proper representation to women at the Centre. The Center has asked the states to send names of women officers for appointment to important posts on central deputation.

The Center has asked states to nominate women officers and officers from Scheduled Castes (SC) and Scheduled Tribes (ST) for appointment to important posts on central deputation. So that they can be given adequate representation. In a letter issued to the Chief Secretaries of all state governments, the Personnel Ministry has sought nominations of only those officers who are not likely to be recalled on promotion grounds for at least two years. These officers are appointed on deputation to posts under the Central Staffing Scheme (CSS) and to the posts of Chief Vigilance Officers (CVOs) in Central Public Sector Enterprises (CPSEs) and other Central Government organisations. The Chief Vigilance Officer acts as a remote arm of the Central Vigilance Commission to investigate corruption in government departments.

Preference for Scheduled Caste and Scheduled Tribe officers

It has been said in the issued letter that sufficient names of women and Scheduled Caste and Scheduled Tribe officers should be sent so that they can be provided adequate representation. It also states that details of any investigation, complaint or proceeding affecting the vigilance status of the applicant should also be sent. In the letter, the Personnel Ministry said that such transfer of officers from the states to the Center is important to develop state perspective in the Government of India and promote state perspective at the decision-making level. The letter states that for proper cadre management, deputation of adequate number of officers at the Center under the Central Staffing Scheme is necessary. This will also ensure that every eligible officer gets an opportunity to serve at the Center at least once at the middle management level. Further, it has been requested to ensure that once the proposal is included in the list, the officer remains available for consideration throughout the year.

Names of tainted officers should not be sent

The ministry said that withdrawal of an officer’s name after being recommended may result in debarment from central deputation for five years, including foreign postings. It has been the policy of the Government of India that if an officer does not come on central deputation as per the orders of the Department of Personnel and Training (DoPT), whether due to personal reasons or refusal of the cadre to relieve him, he is debarred for five years. The letter issued by Manisha Saxena, establishment officer and additional secretary, DoPT, said that it should be noted that a ban of five years is applicable on withdrawal of an officer’s name after the recommendation of the panel by the Civil Services Board. It has also been asked to ensure that names of officers barred from central deputation are not sent for appointments. DoPT said that the nomination process for posts under CSS, CVO posts in CPSEs and other organizations will be conducted through a portal from January 1, 2026. The government usually invites nominations every year to fill important posts like Joint Secretary, Director, Deputy Secretary and CVO.
