Kolkata Governor Bose said that the central government can adopt other constitutional options to instill confidence in the rule of law.
West Bengal Governor CV Anand Bose has submitted a report to the Ministry of Home Affairs on the recent riots in Murshidabad district of Kolkata. The report states that ‘the dual shadow of fundamentalism and extremism is a serious challenge for the state. In the report, he suggested some measures, including the establishment of an inquiry commission and installing posts of central forces or BSF in districts bordering Bangladesh. However, the Governor has not proposed to implement Article 356. He meant that if the situation worsened in the state, the provisions of Article 356 are open to the center.

Fearing spreading in other districts of Murshidabad violence, Bose said that the central government may adopt other constitutional options to instill confidence in the rule of law. The Governor suggested several measures after the Murshidabad violence, killing three people. The riot took place amid opposition to the Waqf Act. The report mentions enacting a comprehensive law to empower the central government to maintain law and order when the state machinery failed to work effectively. It was also asked to investigate the activities reported by lapse and commission and appoint an inquiry commission to suggest measures to prevent such incidents in future. The report states that there have been signs of fundamentalism and polarization recently.

The state government was aware of the imminent threat to law and order in Murshidabad
Bose has written in the report that in view of the history of political clashes in the state, it is feared that the violence in Murshidabad could have spread to other districts as well. Bose said that after the Waqf (Amendment) Act was notified on 8 April, violence erupted in Murshidabad district and continued for several days. He said that the officials had suspended internet services on the same day. He alleged that thus the state government was aware of the imminent threat to law and order in Murshidabad. Referring to his visit to the district, Bose said that the atrocities made seemed to be a planned and were done with the intention of destroying the identity of a particular group.
The Governor said that there are very few similarities in recent history, such a serious violation of human rights, which has caused heavy pain and damage. Bose also said that both parties are taking maximum advantage of religious identity to strengthen their voter base due to increasing political rivalry between the ruling party and the opposition. He said that TMC has established itself as the protector of Muslims, which is more than 30 percent of the voters of the state.
Police ineffective during violence, central forces needed
Bose said that the police was ineffective and central forces were needed to bring back the normal situation. Targeting Bose, TMC spokesperson Kunal Ghosh said that this is a report of his political work. The Governor should have mentioned the role of BSF, the jurisdiction was extended to 50 km from the limit. BJP Congress leader Adhir Chaudhary described the report as very normal. Chaudhary said that he said that if the situation deteriorates, Section 356 is open.
