One Nation One Subscription: The benefit of the ‘One Nation One Subscription’ scheme of the Ministry of Education has not reached about 4,000 qualified institutions so far. Questioning its slow progress, the Parliamentary Standing Committee has asked the government to submit an immediate updated report and action plan.
One Nation One Subscription: The Parliamentary Standing Committee has expressed serious concern over the progress of the One Nation Forest Subscription Scheme (ONOS) launched with the aim of providing access to e-resources and research materials from the same platform to educational and research institutes across the country. According to the report of the committee, about 4,000 of the 7,008 eligible institutions are still deprived of the benefits of this scheme.
Strict remarks on slow progress
The Standing Committee related to education, women, child, youth and sports affairs, which is being chaired by Congress MP Digvijay Singh, said in his report that despite the approval and implementation of the plan, its reach to the beneficiaries is very slow. The committee had earlier recommended a sharp implementation of this scheme in its 364th report (on the demand of the Higher Education Department of FY 2024-25). Despite this, a large number of institutions are still out of profit.
Demand for updated information and action plan
The committee has asked the Ministry of Education that the existing coverage of the ONOS scheme, its obstacles and the steps taken to accelerate its implementation should be made available immediately. The committee believes that revolutionary changes can be brought in the field of higher education and research through this scheme, but its impact in the current situation is limited.
Concern about research
In the report, questions have also been raised about the implementation of Research National Research Foundation (ANRF) Act 2023. The committee said that under the law, a high -level Executive Council was formed, in which the outline was outlined to decide the strategic direction, monitor the demonstration and the implementation of objectives, but in the last financial year, the ANRF could not spend a single rupee of its budget.
Future path and expectations
The committee clarified that detailed information should also be given about the current status of ANRF and future plans. He says that the benefits of schemes made to improve higher education and research sector will be given only when they are timed and widely implemented.
Schemes like One Nation One subscription and institutions like ANRF can play an important role in making India’s education and research system competitive globally. But this warning of the Parliamentary Committee is a clear indication that if the speed and transparency of the implementation does not increase, the purpose of these ambitious schemes can remain incomplete.
