Yogi Adityanath: Uttar Pradesh Chief Minister Yogi Adityanath has approved major changes in the Public Works Department. In which five times increase in the financial powers of PWD officers and comprehensive amendment in the service structure of engineers has been approved. Marking the first such reform in three decades, the move aims to provide greater autonomy to officials, reduce dependence on high-level approvals and speed up processes such as tendering, contracting and project execution, an official statement on Friday said. In the PWD review meeting, it was noted that the financial powers were last revised in 1995, while the construction cost as per the cost inflation index has increased 5.5 times since then. Yogi Adityanath said the amendment was necessary to improve administrative efficiency, ensure timely project execution and maintain financial discipline.
Major amendment in rules 1990
Under the new system, the Chief Engineer (CE) can now approve works ranging from Rs 2 crore to Rs 10 crore. Apart from this, Superintending Engineer (SE) can approve works increasing from Rs 1 crore to Rs 5 crore and Executive Engineer can approve works increasing from Rs 40 lakh to Rs 2 crore. Assistant Engineers will also have limited powers to approve tenders and small works. The Chief Minister said this reform will expedite projects, reduce delays in approvals and ensure greater administrative efficiency, transparency and accountability. The meeting also approved major amendments to the Uttar Pradesh Engineer Service (PWD) (Higher) Rules, 1990, leading to restructuring of the Electrical and Mechanical cadre. A new post of Chief Engineer (Level-1) has been created, while the number of posts of Chief Engineer (Level-2) and Superintending Engineer has been increased. The revised rules clearly define the promotion process, pay scales and service conditions, making the cadre structure more transparent and organized.
PWD’s role is important in development
Promotion to the post of Chief Engineer (Level-1) will now be based on seniority from Level-2, with updated procedures for promotion to the post of Level-2 and Superintending Engineer also defined. In line with the Seventh Pay Commission, the revised pay matrix from Executive Engineer to Chief Engineer (Level-1) has been implemented. While the composition of the selection committee has been updated to ensure fairness and merit-based progression. CM Adityanath stressed that since PWD plays a vital role in the development of the state, timely and transparent service rules and merit-based promotion system are essential to enhance the efficiency, technical quality and service spirit of the department.
