Preparations like war in 244 districts: Know what are civil defense district and why drill is happening

Mock Drill: This mock drill is not just a practice but a warning that the country will have to be ready for every situation. This is a synergy examination between citizens, administration and security forces. Be it war or disaster, the strengthening of the country, the awareness of the citizens and the readiness of the government is ensured only.

Mock Drill: The Government of India has ordered a mock drill on May 7 in 244 districts of the country, which is being done for the purpose of examining and training the preparations of citizens in a situation like war or large disaster. This exercise will be the country’s most comprehensive civil defense operation after 1971. Civil Defense Districts are the districts that are considered sensitive to the enemy attack, including the border states such as Jammu and Kashmir, Punjab, Rajasthan and Gujarat. In these districts, sirens will be played during mock drills, citizens will be practiced to go to safe places, and the response of various departments will be evaluated. The purpose of this exercise is not only to investigate preparations, but also to prepare the country mentally for an emergency.

Why this mock drill is happening: preparation needs amid increasing stress

The Government of India has taken this step in an atmosphere of increasing tension along the border with Pakistan. In the guidelines issued by the Ministry of Home Affairs, it has been clarified that this practice is necessary to keep citizens ready in a situation like war. The mock drill has not been organized suddenly, but its plan was going on for a long time and the current situation has made it more necessary. This drill is not only for citizens, but also the coordination capabilities of local administration, security forces and relief agencies will be tested.

People of the country often watch the news of war on TV or social media, but when sirens ring, this feeling actually brings both fear and vigilance. This practice will teach the citizens how to take quick and correct decisions in any such emergency.

Which are civil defense district and how these districts are decided

The ‘Civil Defense District’ in India is the areas which are considered strategically sensitive. Under the Civil Defense Act, 1968, these districts are identified where there is more possibility of possible enemy attacks. These districts are adjacent to the Indo-Pakistan or India-China border or there are urban areas where the population is dense and whose safety is strategically essential.
Special arrangements are made for civil security organizations in these districts. Local volunteers are trained, home guards are kept active, and there is a system of siren and alert systems. At present, 244 districts where mock drills are being done, they all fall in this category. These include districts like Srinagar, Amritsar, Barmer, Kutch, where it will be a priority to protect life in any kind of casual state.

What will happen during mock drill?

A complete emergency will be imitated during the mock drill. Sudden sirens will be played in the morning or afternoon. These sirens will not be normal but will be a wart -time siren whose voice ranges from 120 to 140 decibels and can be heard from 2 to 5 kilometers away. Citizens will be instructed to immediately go to safe places- such as in houses, in safe buildings or in government shelter sites.

Many organizations like District Officer, Local Police, Fire Department, NCC, NSS, Home Guards, and Nehru Yuva Kendra Sangathan will participate in this exercise. Students of schools and colleges will also participate in mock drills so that awareness can be spread among the youth about emergency situations. Along with this, drone and monitoring cameras will also monitor people’s activities and quick response to government units.
