Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Friday called for adopting the results of the state to unlock the entire capacity of micro, small and medium enterprises (MSME) of the state. In a meeting with MSME department officials, the Chief Minister highlighted the state’s skilled artisans, raw materials as well as industrial centers like Agra, Kanpur and Unnao and called for a practical, result-manual policy to unlock its full capacity. While reviewing the draft of Uttar Pradesh footwear, leather and non-chased sector development policy 2025, Adityanath directed the authorities to adopt cluster-based development models as a main strategy.

Footwear and leather industry will get a boost

He emphasized the need to identify the most suitable areas for industry-specific development and said that integrating production, design, research and training on the same platform can not only attract investors on a large scale, but can also create employment opportunities for millions of youth. MSME officials told the Chief Minister that the proposed policy can create about 22 lakh new jobs in the coming years, which is a possible turn in emerging as a global center of footwear and leather manufacturing in Uttar Pradesh. Currently, India is the second largest producer and consumer in the world in this region, in which Uttar Pradesh is playing an important role. There are more than 200 current tenories located in Kanpur and Unnao, while Agra is recognized as the ‘footwear capital’ of the country.

Emphasis on product quality

The Chief Minister said that the policy should not only promote leather and non-chasar footwear manufacturing units, but also special incentives producing components like bakkal, zip, sole, insol, lace, dye, chemicals, heels, threads, tags and labels. Emphasis was laid on strengthening the ‘design-to-delivery’ ecosystem within the state. Additionally, he emphasized the need for skill development, packaging and marketing to increase product quality and competitiveness. The proposed Uttar Pradesh Industrial Asthan policy was also discussed in the meeting. Officials mentioned several challenges in the current system, including unskilled use of land, complexities of execution of lease, unauthorized mortgage and sub-strips and useless plots. The aim of the new policy is to remove these obstacles by implementing a transparent, well -organized and time -bound system. The plot allocation will be done in e-auction or other transparent methods, in which land prices will be determined area-wise. However, land rates for major units will be determined by the state government.

Industrial development will gain momentum

Describing the proposed policy as practical and visionary, the Chief Minister said that a clear, simplified and accountable process from land allocation to execution, construction and production of leases will assure investors and accelerate industrial development. He also suggested to ensure optimal use of limited industrial land, reduce capital expenditure for investors and to accelerate development. In order to promote private industrial parks, the Chief Minister advocated incentives like single-window approval system as well as capital subsidy, stamp duty discounts and electricity and logistics aid. He directed the officers to develop an integrated online portal for distribution of applications and incentives to ensure fully digital, uninterrupted and track implementation process.
