Shafaat is accused of being involved in a kidnapping conspiracy. He is a resident of Ishbar Nishat area of ​​Srinagar. Shafaat is close and trusted by Yasin Malik, chief of the banned terrorist organization Jammu and Kashmir Liberation Front (JKLF). CBI along with Jammu and Kashmir Police has arrested Shafat. After the arrest, CBI on Tuesday sought the custody of Shafaat Ahmed Shanglu, arrested in the case related to the kidnapping of Rubia Saeed, in the TADA court of Jammu.

There was a reward of Rs 10 lakh on Shanglu in the sensational kidnapping case of Rubia Sayeed, daughter of the then Union Home Minister Mufti Mohammad Sayeed in 1989. He was accused of being involved in a conspiracy hatched by members of the banned Jammu and Kashmir Liberation Front (JKLF). CBI lawyer SK Bhatt said that he has been produced in the special TADA court. We have sought custody of the accused. He said that the court order is awaited. The CBI said that Shanglu had conspired with Malik and others in 1989. CBI spokesperson said that there was a reward of Rs 10 lakh on the fugitive. Officials said that Shanglu was an official of JKLF and handled its financial matters.

Rubia was kidnapped on 8 December 1989

Officials said Malik, who is serving a sentence in Delhi’s Tihar Jail in a terror funding case, is not being produced in the court due to a Home Ministry order, which has imposed restrictions on his movement. During the court hearing, Rubia Saeed had identified four other accused besides Malik as being involved in the crime. Rubia was kidnapped on 8 December 1989 from near Lal Ded Hospital, Srinagar. Rubia was released five days later after the then VP Singh government released five terrorists in return. Now Rubya Sayeed, living in Tamil Nadu, has been named by the CBI as a prosecution witness. Malik, 56, was sentenced by a special NIA court in May last year. Malik was arrested in 2019 in a 2017 terror-financing case registered by the NIA. A special TADA court has already framed charges against Malik and nine others in the kidnapping case.
