He said both sides had agreed to activate a prisoner exchange deal brokered in Istanbul to release 1,200 Ukrainians. At present Moscow has not made any comment in this matter. The ‘Istanbul Agreement 2022’ refers to the prisoner-exchange protocol brokered by Turkey, since then Russia and Ukraine have exchanged thousands of prisoners, although so far the exchanges have not been significant.

Umerov said a meeting would be held soon to finalize response and organizational details and expressed hope that returning Ukrainians would be able to celebrate the New Year and Christmas holidays home. At the same time, Ukraine’s State Emergency Service said that Russian drone attacks in the Odessa region of Ukraine caused damage to energy infrastructure till Sunday night.
