Union Chemicals and Fertilizers Minister JP Nadda told the Rajya Sabha on Tuesday that the government has canceled the licenses of 5,371 fertilizer sellers on charges of black marketing, hoarding and distributing substandard materials. Responding to a question asked by BJP member Kiran Chaudhary, Nadda said that states have the right to take action against rigging, while the central government takes action under the Essential Commodities Act 1955 and Fertilizer Control Order to curb hoarding and black marketing. He said that action against substandard material is taken under the Fertilizer Control Order.

State government should take action against hoarders
The minister said that the Center has supplied fertilizers to every state and the actual monitoring of the supply is done through the Integrated Fertilizer Monitoring System. Nadda said that although we also know that fertilizer is being misused, it is also well known that dealers are hoarding, which the state government will have to take care of. But as far as fertilizers are concerned, they have reached everywhere on time. He said that a farmer may have the capacity to use 10 bags of fertilizer, but he carries 50 bags of fertilizer, which will have to be taken care of and the state government will have to provide Central assistance in dealing with this. Chaudhary, a BJP member, said the government should take note of the fact that farmers are forced to buy products other than fertilizers, which creates financial crisis for them. He called for creating a standard protocol to punish such activities by distribution companies. Nadda said the ministry will discuss the issue with dealers and companies to ensure that farmers do not face any problem.
