Central employees are waiting for the implementation of the Eighth Pay Commission, which has already been notified. The tenure of the Seventh Pay Commission is ending this month (in December). The government has already constituted a new pay commission to revise the salaries and pensions of employees. Its scope of work has also been notified. Minister of State for Finance Chaudhary told the Lok Sabha on Monday that the timing of formation of the Eighth Pay Commission and the amount for it will be decided later. He was answering a question during the question hour in the ongoing winter session of Parliament.
The number of central government employees is 50.14 lakh.
Chaudhary said that the Eighth Central Pay Commission (CPC) has already been constituted. The Finance Ministry has notified the Terms of Reference (TOR) of the Eighth Central Pay Commission on November 3, 2025. It is known that the number of central government employees is 50.14 lakh and the number of pensioners is about 69 lakh. The date of implementation of the Eighth Central Pay Commission will be decided by the government. The government will make provision for appropriate funds to implement the accepted recommendations of the 8th CPC. The minister further said that the commission will submit its recommendations within 18 months from the date of its constitution. The Central Government had announced the Eighth Pay Commission in January this year.

The Eighth Pay Commission, constituted under the chairmanship of retired Justice Ranjana Desai, is expected to submit recommendations on pay, basic pay and suitability factors within 18 months. The Seventh Pay Commission came into effect from January 1, 2016, and pay commissions generally function on a 10-year cycle. Accordingly, 2026 is the natural year for revising the pay structure. However, it is reported that the implementation deadline may be delayed by at least two years due to delays in appointments, clarification of terms of reference (ToR) and delays in the overall process. The terms of reference (ToR) along with the names of its members and chairman were announced in October 2025, nine months after the announcement of the new pay commission.
